included in the agreement you sign when you purchase a .ca domain states that you are a resident of canada. it’s a legality. i’m guessing the same goes for the .eu domain.

Answer by geekhelp4uWhen the domain name expires and dropped it goes back to the Registry. The Registry actually is the one that drops the domain. On the day and at the time the name drops it is available to any registrar that catches it.

I use http://www.godaddy.com/ for my web site registration. They are reasonably priced and I have had no problems with them.
