I am a foreign student who wish to follow a japaneese language course at a university in japan. Do i hv to wait till i get the acceptance letter from the university to apply for the certificate of elegibility? and how long does it take noramally for an aunthrotiy to grant a certificate of elegibility after i forward them the relavant documents? thank you.

Yes, you have to be admitted to an institution first before you can apply for an I-20. After you are admitted and submit your documents for the I-20, the time it takes to prepare the I-20 can vary based on the institution’s work load. As long as the documents are in order, it really should not take very long to prepare an I-20.
