You will have to take the paperwork back to the seller and get his signature before they will do anything…………………..

I just looked up the Texas title application and was surprised to see that both the buyer and seller need to sign it. You will need to contact the seller for his signature before you can transfer it into your name. His name and address should be on the front of the title. I am not sure, but I don’t think you need the registration in order to transfer the title. In my state, at least, the plates do not stay with the car.
